The second of two films dealing with the comprehensive social and economic development plan for Prince Edward Island. In essence the films are a study of the dynamics of the plan, the relationships and communication between the planners and the planned-for, and between the planners and the governments involved. Filmed six months later, this second part is a four-day follow-up at the time of the signing of the development plan to implement it. This is democracy in action, a laborious though persistent process.
